Strategic management of municipal development and its impact on resident satisfaction

| Abstract: | Bakalářská práce se zabývá strategickým managementem rozvoje obcí a jeho vlivem na spokojenost obyvatel. Cílem práce je prostřednictvím komparativní analýzy zhodnotit přístupy dvou vybraných obcí z okresu Děčín, Malšovic a Srbské Kamenice, k prioritizaci investic a posoudit, do jaké míry tyto přístupy odpovídají subjektivně vnímané spokojenosti jejich obyvatel. Teoretická část vymezuje specifika managementu veřejného sektoru, nástroje strategického řízení obcí a přístupy k měření kvality života a spokojenosti obyvatel. V praktické části je provedena horizontální a vertikální analýza rozpočtových dokumentů obou obcí za období 2023–2025, která je doplněna o výsledky dotazníkového šetření realizovaného mezi 306 obyvateli obou obcí. Výsledky analýzy ukázaly, že obě obce se výrazně liší ve struktuře a objemu svých investičních výdajů. Přestože Malšovice realizovaly rozsáhlejší investice zejména v oblasti technické infrastruktury, statistická analýza neprokázala významné rozdíly v celkové spokojenosti obyvatel obou obcí. Obyvatelé Srbské Kamenice naopak pozitivněji hodnotili strategické řízení obce, zejména transparentnost, systematičnost plánování a jasnost rozvojové strategie. Výsledky práce potvrzují, že vztah mezi investiční politikou obce a spokojeností obyvatel je komplexní a nelze jej redukovat pouze na výši investovaných prostředků. |

| Abstract: | This bachelor thesis focuses on the strategic management of municipal development and its impact on resident satisfaction. The aim of the thesis is to evaluate, through a comparative analysis, the approaches of two selected municipalities in the Děčín district, Malšovice and Srbská Kamenice, to investment prioritization and to assess the extent to which these approaches correspond to the subjectively perceived satisfaction of their residents. The theoretical part defines the specifics of public sector management, tools of municipal strategic management, and approaches to measuring quality of life and resident satisfaction. The practical part includes a horizontal and vertical analysis of budget documents of both municipalities for the period 2023–2025, complemented by the results of a questionnaire survey conducted among 306 residents of both municipalities. The results of the analysis showed that the two municipalities differ significantly in the structure and volume of their investment expenditures. Although Malšovice implemented extensive investments, particularly in the area of technical infrastructure, the statistical analysis did not confirm significant differences in the overall satisfaction of residents between the two municipalities. Residents of Srbská Kamenice, on the other hand, evaluated the strategic management of the municipality more positively, especially in terms of transparency, systematic planning, and clarity of development strategy. The findings confirm that the relationship between municipal investment policy and resident satisfaction is complex and cannot be reduced solely to the amount of invested financial resources. |
