Abstract:
Diplomová práce posuzuje úlohu životního a existenčního minima v systému sociální politiky České republiky v letech 1991–2023. Vedle jejich teoretického vymezení a legislativního a institucionálního vývoje se zaměřuje na tři oblasti fungování životního minima – vývoj jeho reálné hodnoty, postavení v rozdílných regionálních nákladových podmínkách a finanční pobídky k přechodu ze systému sociálních dávek do zaměstnání. Empirická část se soustředí na období 2012–2023 a využívá analýzu nominální a reálné hodnoty životního minima, porovnání modelových domácností ve vybraných krajích a hodnocení pracovních pobídek prostřednictvím změny disponibilního příjmu a participační daňové sazby. Na základě analýzy reálné hodnoty je zjištěno, že kupní síla životního minima ve sledovaném období klesá a uskutečněné valorizace předchozí ztrátu plně nekompenzují. Regionální analýza ukazuje, že jednotně stanovená částka životního minima má v rozdílných nákladových podmínkách odlišnou relativní váhu v rozpočtech modelových domácností. Analýza v oblasti pracovních pobídek ukazuje, že zaměstnání za minimální mzdu vede ve všech sledovaných případech ke zvýšení disponibilního příjmu. Část nově získaného příjmu se však v důsledku povinných odvodů a poklesu příjmově testovaných dávek do disponibilního příjmu nepromítá, což oslabuje finanční přínos přechodu do zaměstnání. Na základě získaných výsledků jsou všechny tři stanovené hypotézy v rozsahu zvolené metodiky potvrzeny. Přínosem práce je společné posouzení ochranného, regionálního a motivačního aspektu životního minima. Výsledky ukazují, že jeho fungování nelze hodnotit pouze podle stanovené nominální částky, ale také podle vývoje její kupní síly, nákladových podmínek domácností a vazeb na sociální a daňový systém.

Abstract:
This master’s thesis examines the role of the living minimum and the subsistence minimum in the social policy system of the Czech Republic between 1991 and 2023. In addition to defining both concepts and outlining their legislative and institutional development, the thesis focuses on three aspects of the functioning of the living minimum – changes in its real value, its position under different regional cost conditions, and financial incentives to transition from social benefits to employment. The empirical part covers the period 2012–2023. It analyses the nominal and real value of the living minimum, compares model households across selected regions, and assesses work incentives through changes in disposable income and the participation tax rate. The analysis of the real value finds that the purchasing power of the living minimum declines over the period under review and that subsequent uprating measures do not fully compensate for the earlier loss in purchasing power. The regional analysis shows that a nationally uniform amount of the living minimum has a different relative weight in the budgets of model households facing different cost conditions. The analysis of work incentives shows that employment at the minimum wage increases disposable income in all cases examined. However, part of the additional income does not translate into higher disposable income due to mandatory deductions and reductions in means-tested benefits, thereby weakening the financial gain from entering employment. Based on the results, all three hypotheses are confirmed within the scope of the methodology applied. The thesis contributes by jointly assessing the protective, regional, and incentive-related aspects of the living minimum. The findings show that assessing how the living minimum functions requires consideration not only of its nominal amount but also of changes in its purchasing power, household cost conditions, and its links to the social benefit and tax systems.
