The Efficiency of the Euro Area and Its Smaller Regions in 2010–2019: A Comparative Analysis from the Perspective of Optimum Currency Area Theory

Abstract:
Diplomová práce zkoumá efektivitu eurozóny a vybraných menších regionů z pohledu teorie optimální měnové oblasti na předpandemických datech let 2010–2019. Pro eurozónu devatenácti států (EA-19) a čtyři apriorně vymezené regiony – Benelux, Německo a Rakousko, latinskou Evropu a Pobaltí – práce jednotnou metodikou z harmonizovaných dat Eurostatu kvantifikuje pět kritérií: mobilitu pracovní síly, otevřenost a vzájemnou obchodní provázanost, diverzifikaci produkce, synchronizaci hospodářských cyklů a podobnost inflačního vývoje. Hypotéza, že v rámci eurozóny existují skupiny států, které by společně tvořily efektivnější měnovou oblast než eurozóna jako celek, je verifikována: všechny čtyři regiony překonávají EA-19 v souhrnném hodnocení, nejsilněji Německo a Rakousko. Přidanou hodnotou práce je apriorní vymezení regionů nezávislé na hodnocených kritériích, párové indikátory nezávislé na počtu členů jednotky, pětistupňové verdikty s pásmy zafixovanými před výpočtem a robustnostní analýza. Práce zároveň dokládá, že výsledek není automatický, neboť průměr eurozóny ve všech pěti kritériích překonává jen asi 8 % všech myslitelných uskupení. Výsledky ústí v doporučení posilovat přizpůsobovací mechanismy měnové unie.

Abstract:
The thesis examines the efficiency of the euro area and selected smaller regions through the lens of optimum currency area theory on pre-pandemic data for 2010–2019. For the euro area of nineteen member states (EA-19) and four a priori delimited regions – the Benelux, Germany and Austria, Latin Europe, and the Baltics – it quantifies five criteria from harmonised Eurostat data: labour mobility, openness and mutual trade intensity, diversification of production, business cycle synchronisation, and similarity of inflation developments. The hypothesis that groups of member states within the euro area would jointly form a more efficient currency area than the euro area as a whole is verified: all four regions outperform the EA-19, most strongly Germany and Austria. The added value lies in the a priori delimitation of regions independent of the assessed criteria, pairwise indicators independent of the number of members, verdicts fixed prior to computation, and a robustness analysis showing that the result is not automatic, as only about 8% of conceivable groupings outperform the euro area average on all five criteria. The findings support strengthening the adjustment mechanisms of the monetary union.
