| Abstract: | Předmětem diplomové práce je analýza vládních opatření k řešení krize onemocnění COVID-19 v letech 2020 a 2021 a jejich dopad na vývoj krize. Zmíněné onemocnění je v České republice stále přítomné, proto i reakce fiskální politiky je stále aktuální. Vláda během dvou let pandemie zavedla mnoho opatření, kterými se snažila zastavit či omezit šíření viru. Cenou však bylo rychlé zadlužování státu. V porovnání s ostatními zeměmi EU v roce 2021 dokonce nejrychleji. Pro budoucí udržitelnost veřejných financí bude tedy nutné omezit vládní opatření pouze na ty efektivní. Teoretická část práce obsahuje představení různých faktorů, které ovlivňují vývoj fiskální politiky. Vedle socio-ekonomických faktorů je zásadní především vztah fiskální a měnové politiky. V praktické části je charakterizován vývoj pandemie v ČR i ve světě. Následuje analýza dopadu na státní rozpočet a dále i vlivu na jednotlivé makroekonomické a fiskální ukazatele. Na základě výzkumu práce bylo zjištěno, že vládní protipandemická opatření jsou pouze jedním z mnoha faktorů, které ovlivňují vývoj ekonomiky a pandemie během let 2020 a 2021. Zda je dopad pozitivní či negativní závisí na úhlu pohledu v jednotlivých oblastech ekonomiky. Z hlediska míry zadlužování existuje řada dat, která naznačují, že české vládní zadlužování překročilo v letech 2020 a 2021 mez nutnosti. |

| Abstract: | The subject of the thesis is the analysis of government restrictions to solve the crisis of the disease COVID-19 in 2020 and 2021 and their impact on the development of the crisis. The aforementioned disease is still present in the Czech Republic, therefore the fiscal policy response is still relevant. During the two years of the pandemic, the government implemented many restrictions to try to stop or limit the spread of the virus. However, the price was the rapid indebtedness of the state. Compared to other EU countries in 2021, even the fastest. For the future sustainability of public finances, it will therefore be necessary to limit government restrictions to only effective ones. The theoretical part of the thesis contains a presentation of various factors that influence the development of fiscal policy. In addition to socio-economic factors, the relationship between fiscal and monetary policy is crucial. In the practical part, the development of the pandemic in the Czech Republic and in the world is characterized. This is followed by an analysis of the impact on the state budget and the impact on individual macroeconomic and fiscal indicators. Based on the work's research, it was found that government’s anti-pandemic restriction are only one of many factors that influence the development of the economy and pandemic during the years 2020 and 2021. Whether the impact is positive or negative depends on the point of view in individual areas of the economy. In terms of the level of indebtedness, there are a number of data that indicate that Czech government indebtedness exceeded the limit of necessity in 2020 and 2021. |
