Abstract:
Průběh hospodářského cyklu a dopady recesních období na ekonomiku jsou trvale aktuálními tématy. V současné době, kdy Evropa čelí energetické krizi, se stalo toto téma ještě důležitějším. Diplomová práce srovnává krize z let 1997, 2008 a 2020 v České republice. V rámci práce je vyhotoveno i srovnání použitých opatření hospodářské politiky, která byla během výkyvů hospodářského cyklu použita. Při analýze příčin jednotlivých krizí bylo zjištěno, že všechna recesní období byla způsobena exogenními šoky a v případě měnového otřesu v květnu 1997 i endogenními faktory. Kromě ekonomického útlumu měly dopady jednotlivých období zcela odlišnou povahu. Měnová krize roku 1997 vyústila v kompletní změnu dlouhodobé strategie centrální banky, kdy se upustilo od fixního měnového kurzu a bylo zavedeno inflační cílování. Nejzávažnější dopady měla koronavirová krize roku 2020, kdy v důsledku globální pandemie a související paniky došlo k omezení sociálních a ekonomických aktivit obyvatel. Koronavirová krize a související omezení způsobila největší hospodářský propad v historii ČR, nejvyšší zaznamenaný deficit státního rozpočtu a nevídaný zásah do práv a svobod občanů ČR.

Abstract:
Business cycle fluctuations and the impact of recessionary periods are both evergreen economic topics. Given the current energy crisis in Europe, this topic has gained even more relevancy. This thesis compares crises from years 1997, 2008 and 2020 in the Czech Republic. Essential part of this thesis is a comparison of applied economic policy, which was used to even out the business cycle fluctuations. During the research, it was found out, that all of the recessionary periods were initially caused by exogenous shocks and in the case of 1997 currency crisis the shock was accompanied by endogenous factors. With the exception of the economic downturn, the impact of each of the crises was very different in nature. The currency crisis of the 1997 caused complete change in the long-term strategy of the Czech central bank. The policy of the fixed exchange rate was abandoned for inflation targeting. The most severe impact was caused by coronavirus crisis. The global pandemic and accompanying panic resulted in the restriction of economic and social activities of the Czech citizens. The covid-19 crisis and the restrictions of this degree caused the biggest economic downturn in the history of the Czech Republic accompanied by the highest recorded state budget deficit. Furthermore, the rights and the freedoms of the Czech citizens were severely impaired.
