Abstrakt:
Bakalářská práce se zabývá diskurzivním nesouladem mezi normativními závazky Evropské unie v oblasti ochrany žen a praxí externalizace migrační politiky vůči Libyi. Cílem práce je analyzovat, jak EU ve svých oficiálních dokumentech představuje a odůvodňuje spolupráci s Libyí v oblasti migrace a správy hranic a jak se do tohoto diskurzu promítají závazky týkající se lidských práv, genderové rovnosti a agendy Ženy, mír a bezpečnost. Výzkum je založen na kvalitativní kritické diskurzivní analýze pěti dokumentů Evropské unie z let 2017–2023. Analýza se zaměřuje na bezpečnostní a humanitární rámování migrace, začlenění genderové perspektivy, reprezentaci Libye a konstrukci odpovědnosti jednotlivých aktérů. Výsledky ukazují, že lidskoprávní a genderové principy jsou v dokumentech přítomny, avšak jejich uplatnění je nerovnoměrné a často podřízené cíli omezení migrace a posilování libyjské kontroly hranic. Genderová perspektiva se soustředí především na ochranu žen jako zranitelných osob, zatímco jejich účast na rozhodování zůstává opomíjena. Hlavní nesoulad tak spočívá mezi šíří deklarovaných závazků EU a jejich omezeným promítnutím do konkrétních migračních a hraničních dokumentů.

This bachelor’s thesis examines the discursive inconsistency between the European Union’s normative commitments to the protection of women and the practice of externalising migration policy towards Libya. The aim of the thesis is to analyse how the EU presents and justifies its cooperation with Libya in the areas of migration and border management in its official documents, and how its commitments concerning human rights, gender equality, and the Women, Peace and Security agenda are reflected in this discourse. The research is based on a qualitative critical discourse analysis of five European Union documents from 2017–2023.The analysis focuses on the security and humanitarian framing of migration, the inclusion of a gender perspective, the representation of Libya, and the construction of responsibility among the actors involved. The findings show that human rights and gender principles are present in the documents, but their application is uneven and often subordinated to the objective of reducing migration and strengthening Libyan border control. The gender perspective focuses primarily on the protection of women as vulnerable persons, while their participation in decision-making remains overlooked.The main inconsistency therefore lies between the broad scope of the EU’s declared commitments and their limited incorporation into specific migration and border-management documents.
