Dopad státních dotací a subvencí na dostupnost bydlení ve vybraných regionech ČR

Abstrakt:
Tato bakalářská práce se zaměřuje na zkoumání vlivu dotací a subvencí na dostupnost bydlení. Teoretická část vymezuje dostupnost bydlení z finančního, fyzického, sociálního a právního hlediska a představuje hlavní aktéry působící v oblasti bydlení včetně jejich role. Dále se zabývá nástroji, kterými lze dostupnost bydlení ovlivňovat. V praktické části je využita regresní analýza aplikovaná na datový soubor obsahující údaje za Jihočeský kraj, hlavní město Prahu a Ústecký kraj v období 2010–2024. Analýza sleduje vztahy mezi cenami bytů a vybranými ekonomickými a bytovými ukazateli, zejména výší příspěvku na bydlení, průměrnou mzdou, mírou nezaměstnanosti, počtem dokončených bytů a ukazatelem PIR (Price-to-Income Ratio), který vyjadřuje poměr cen bydlení k příjmům domácností. Na základě stanovených hypotéz byly zkoumány vztahy mezi jednotlivými sledovanými ukazateli. Výsledky regresní analýzy potvrdily Hypotézu 1 předpokládající pozitivní vztah mezi výší mzdy a cenou bytů a částečně také Hypotézu 4 předpokládající rozdílnost cen bytů mezi vybranými kraji. Hypotézy 2 a 3, které předpokládaly vztah mezi výší příspěvku na bydlení, mírou nezaměstnanosti a cenami bytů, nebyly regresní analýzou potvrzeny. Doplňkové analýzy uvedené v příloze práce tyto závěry dále podporují.

Abstrakt:
This bachelor’s thesis focuses on examining the impact of subsidies and housing allowances on housing affordability. The theoretical part defines housing affordability from financial, physical, social, and legal perspectives and introduces the main actors involved in the housing sector, including their respective roles. It also examines the main instruments through which housing affordability can be influenced. The practical part employs regression analysis applied to a dataset containing data for the South Bohemian Region, the City of Prague, and the Ústí nad Labem Region over the period from 2010 to 2024. The analysis examines the relationships between housing prices and selected economic and housing indicators, particularly the amount of housing allowance, average wages, unemployment rate, the number of completed housing units, and the Price-to-Income Ratio (PIR), which expresses the relationship between housing prices and household incomes. Based on the formulated hypotheses, the relationships between the selected indicators were examined. The results of the regression analysis confirmed Hypothesis 1, which assumed a positive relationship between wages and housing prices, and partially confirmed Hypothesis 4, which assumed differences in housing prices among the selected regions. Hypotheses 2 and 3, which assumed relationships between the amount of housing allowance, the unemployment rate, and housing prices, were not confirmed by the regression analysis. The supplementary analyses presented in the appendix further support these findings.
