Abstract:
Diplomová práce zkoumá, do jaké míry formální harmonizace a rostoucí regulatorní aktivita v oblasti boje proti praní špinavých peněz odpovídá reálnému nárůstu efektivnosti tohoto systému, a to na příkladu České republiky ve srovnání se Slovenskem. Analýza vychází ze tří rovin: srovnání hodnocení MONEYVAL, vývoje statistických ukazatelů finančních zpravodajských jednotek obou zemí a zjednodušené analýzy nákladů a přínosů. Výsledky potvrzují, že vysoká míra technické shody s doporučeními FATF systematicky předbíhá dosaženou úroveň efektivnosti, přičemž obě země se výrazně liší zejména v oblasti vyšetřování praní peněz a konfiskace výnosů z trestné činnosti, kde Slovensko dosahuje podstatně slabších výsledků. Rozhodujícím faktorem tak není existence právní úpravy, ale institucionální kapacity orgánů činných v trestním řízení. Práce formuluje doporučení zaměřená na posílení vyšetřovacích a konfiskačních kapacit, sjednocení statistického vykazování a vyšší transparentnost nákladů finančních zpravodajských jednotek.

Abstract:
This thesis examines the extent to which formal harmonization and increasing regulatory activity in the area of anti-money laundering correspond to a real increase in the effectiveness of this system, using the example of the Czech Republic in comparison with Slovakia. The analysis is based on three levels: a comparison of MONEYVAL evaluations, the development of statistical indicators of the financial intelligence units of both countries, and a simplified cost-benefit analysis. The results confirm that a high degree of technical compliance with FATF recommendations systematically outpaces the achieved level of effectiveness, with both countries differing significantly, particularly in the areas of money laundering investigation and confiscation of proceeds of crime, where Slovakia achieves substantially weaker results. The decisive factor is therefore not the existence of legal regulation, but the institutional capacities of law enforcement authorities. The thesis formulates recommendations aimed at strengthening investigative and confiscation capacities, unifying statistical reporting, and increasing the transparency of financial intelligence unit costs.
