| Abstract: | Institut ombudsmana je v současné době považován za jeden z tradičních institutů většiny demokratických právních států. Postavení ombudsmana v ústavním systému a jeho vztah k jiným státním orgánům je relativně nezávislý. Ombudsman by měl být hlavně k dispozici občanům, kteří nemají právnické vzdělání a mohou se snadno ztratit ve změti arogantní byrokracie. V roce 1999 byl Parlamentem České republiky přijat zákon č. 349/1999 Sb., o Veřejném ochránci práv. Jeho přijetím byl do českého právního řádu začleněn další institut práva, který by měl být zárukou dodržování základních lidských práv a svobod. |

| Abstract: | We can consider the institution of ombudsman to be one of the traditional institutions of most democratic countries. The position of the ombudsman in the constitutional law system and his relation to other governmental authorities is relatively independent. The ombudsman is here primarily to help citizens who do not have any legal background and can be easily lost in the complicated system of governmental authorities. The Czech Parliament passed Act Number 349/1999 of the Law Collection, the Ombudsman Act, in 1999. The adoption of this act signified the implementation of another institute of law to the Czech legal system which should guarantee the abidance of human rights. |
