Abstract: | Práce analyzuje celkový efekt regulace předepisující v Louisianě povinné nošení motorkářských helem na relativní četnost smrtelných úrazů. Odhad efektu je prováděn pomocí upravené metody Difference in Differences, a to za předpokladu, společného trendu sledované a kontrolní skupiny a předpokladu exogenity změny regulace. Sledovaným obdobím je období od roku 1994 do roku 2008, během kterého došlo ke dvěma zásadním změnám ve zmíněném zákoně uplatňovaném v Louisianě -- v roce 1999 byla regulace pro motorkáře starší 18 let zrušena a v roce 2004 opětovně zavedena. Práce sleduje především efekt zrušení regulace a dochází k závěru, že v důsledku této změny se zvýšila úmrtnosti motorkářů. Druhá část práce je zaměřena na Peltzmanův efekt, resp. na projev převráceného Peltzmanova efektu v reakci na tutéž sledovanou změnu. Je analyzováno, zda se motorkáři po zrušení regulace, která zvyšovala bezpečnost jejich jízdy, tomuto zvýšení rizika přizpůsobí snížením průměrné rychlosti. Pozorování ukazují, že motorkáři se přizpůsobí pouze bezprostředně po změně regulace, poté následuje sic pozvolný, zato neustálý růst v průměrné rychlosti, ve které dochází k dopravním nehodám. |

Abstract: | This thesis analyzes an overall impact of regulation prescribing mandatory use of motorcycle helmets on relative frequency of fatal accidents in Lousiana. The estimate of the impact is performed by using modified method "Difference in Differences", assuming common trend of treated and control group and the assumption of exogeneity of change in regulation. Covered period is between years 1994 and 2008, during which two major changes were applied to law in Louisiana -- in 1999 the regulation for bikers aged 18 years had been abolished and in 2004 reestablished. The thesis focuses mainly on the effect of the abolition of the regulation and leads to a result, that the change in regulation had a significant effect on increasing number of fatal accidents. The second part focuses on Peltzman's effect, especially on expression of inverted Peltzmans effect in response to same surveilled change in regulation. It focuses on whether the bikers after the abolition of regulation, which increased driving safety, adjusted to this increased risk by reducing an average speed. Observations show that bikers adjust only immediatly after the change in regulation, after that it is followed by slow but sustained growth in average speed which leads to accidents. |
