| Abstract: | Tato práce se zabývá jak teoretickým, tak i praktickým pohledem na financování a hospodaření územních samosprávných celků. Teoretická část pojednává o právním postavení obcí v České republice, jejich samostatné a přenesené působnosti, hospodaření, orgánech, rozpočtu a účetnictví. Praktická část je zaměřena na analýzu plnění rozpočtu, a to v konkrétních podmínkách města Pardubice v letech 2007 - 2009. |

| Abstract: | This work deals with both theoretical and practical look at the financing and management of self-governing territorial units. The theoretical part discusses the legal status of municipalities in the Czech Republic, their separate and delegated powers, management, institutions, budget and accounting. The practical part focuses on the analysis of budget execution at the specific conditions of the city of Pardubice in 2007 - 2009. |
