| Abstract: | V této práci, která nese název "Problém rovnosti a efektivnosti při realizaci vládních programů", se pokusím vysvětlit pojmy, které jsou s tímto názvem spojeny. V teoretické části objasním, co se rozumí pod pojmem vládní výdaje, jaká je efektivnost a za jakých okolností se k efektivnosti přihlíží. Dále vysvětlím pojmy z ekonomického odvětví, například pareto efektivnosti, externality atd. V praktické části se zaměřím na problém placení školného na vysokých školách. Představím dosavadní modely, jejich očekávání a vize, které by měly změnit dosavadní školství. Ve své práci zahrnu i možné návrhy a jejich vývoj v dalších letech. |

| Abstract: | The aim of my thesis "Question of fairness and effectiveness in the implementation of government programs" is to clarify the terms connected with this topic. The first, theoretical part explains the meaning of terms such as government spending, effectiveness and factors relating to effectiveness. It also pays attention to general economical terms e.g. Pareto effectiveness, externalities etc. The second, practical section focuses on a university tuition fees problem. I will present current models and expectations, and more importantly introduce my vision, which, if implemented, would change the education system. I will also include proposals and their possible development in the future. |
