| Abstract: | Hlavním tématem bakalářské práce je analýza administrativních a vyvolaných nákladů zemědělských dotací. Pro tuto práci byly zvoleny tři základní dotace, které jsou v dnešní době zemědělských podnikatelům poskytovány, konkrétně Jednotná platba na plochu (SAPS) vyplácená Státním zemědělským intervenčním fondem, Dotace části úroku z úvěru a Podpora pěstiteli na úhradu nákladů spojených s pojištěním plodin, obě vyplácené Podpůrným a garančním rolnickým a lesnickým fondem. Pro zjištění administrativních i vyvolaných nákladů bylo provedeno dotazníkové šetření. Podle zjištěných výsledků lze konstatovat, že náklady příslušných orgánů v porovnání s přislíbenými dotacemi nejsou vysoké, procentní podíl je nejvýše 2,31 %. Pro kvantifikaci vyvolaných nákladů bylo osloveno deset zemědělských podnikatelů. Ani v tomto případě netvoří vynaložené finanční prostředky velký procentní podíl přijaté dotace, který průměrně se pohybuje do 0,6 %. Pouze v případě Podpory pěstiteli na úhradu nákladů spojených s pojištěním plodin je průměrná procentní výše vyvolaných nákladů 9,12 %, což je způsobeno nižšími vyplacenými částkami. |

| Abstract: | The main subject of this Bachelor thesis is the analysis of administrative and induced costs of agricultural subsidies. For the purpose of this thesis three basic subsidies were selected which agricultural entrepreneurs are allowed at present: Flat-rate payment per area (SAPS) paid by the National Agricultural Intervention Fund, Subsidy of a part of the credit interest and Support to the producer to cover the cost connected with crop insurance, both paid by the Agricultural and Forestry Relief and Guarantee Fund. The administrative and induced costs were determined by a questionnaire investigation. The results of the investigation allow us to state that the costs of the investigated organisations compared with the promised subsidies are not high -- no more than 2,31 %. For the quantification of the induced costs ten agricultural entrepreneurs were addressed. Neither in this case does the financial amount incurred compose a high percentage of the afforded subsidy -- up to 0,6 % on the average. Only in the case of the Support to the producer to cover the cost connected with crop insurance the average percentage of the induced costs is 9,12 % which is caused by the fact that lower amounts were paid out. |
