| Abstract: | Bakalářská práce poskytuje informace o základních principech fungování obcí jako územních samosprávných celků. Vysvětluje problematiku rozpočtové soustavy a financování obcí. Nahlíží do již probíhající reformy účetnictví a popisuje zásadní změny, jež s sebou tato reforma přinesla. Získané teoretické znalosti jsou poté využity pro praktickou část, ve které je provedena analýza plnění rozpočtu v konkrétních podmínkách obce Mochtín. Zároveň obsahuje komentář k dopadu účetní reformy na zvolenou municipalitu. |

| Abstract: | Bachelor thesis provides information on basic principles for the functioning of municipalities as territorial self-governing whole. It explains the problems of the budget system and finance communities. It describes the ongoing reform of accounting and describes major changes, which brings this reform. The theoretical knowledge are used for the practical part, which is an analysis of budget implementation in particular conditions of a community Mochtín. It also includes commentary on the impact of accounting reforms in selected municipalities. |
