| Abstract: | Práce pojednává o systému odměňování zaměstnanců ve veřejné správě. Nejprve teoreticky popisuje historický vývoj veřejné správy na území České republiky až do současnosti. Poté je popsán platový systém, jeho pravidla, proces tvorby platu a jeho jednotlivé složky. Z tohoto teoretického základu pak vychází analytická část, která se zaměřuje na hlavní problémy systému, jako je byrokracie, korupce a zákonitosti kariérního systému, a pracuje i s názorem přímo zaměstnanců veřejné správy. V závěru práce je nastíněn možný způsob řešení daných problémů. |

| Abstract: | This work deals with the system of employee's remuneration in the public administration. At first it describes theoretically the historical development of the public administration at the area of the Czech republic up to the present. Then there is the salary's system described, its rules, the salary's creation process and its particular items. The analytic part, which is aimed to the main problems of this system as bureaucracy, corruption and connection of the career system, proceeds from this theoretical base. It also works with the public administration employee's opinion. There is the possible solution of given problems outlined at the end of this work. |
