| Abstract: | Práce se snaží vysvětlit důsledky vyhlášky 23/2008 Sb. o povinné instalaci hasicích zařízení a kouřového detektoru v nových obytných budovách postavených od roku 2009. Smyslem vyhlášky má být snížení škod a zvýšení uchráněných hodnot na majetku a životech způsobenými požáry. Hlavní hypotéza tedy zní, uchráněná hodnota na bytech a domech roste, zatímco škody klesají. Tuto hypotézu jsem ověřil pomocnými výpočty (porovnání požárovosti ČR x SR celkově i odděleně na bytech a domech, porovnání škod a uchráněných hodnot ČR x SR k HDP, výpočet povinné investice do přístrojů, výpočet pravděpodobnosti vzniku požáru a pravděpodobnosti úmrtí a výpočet hodnoty života a jeho připočtení k celkovým hodnotám). S pomocí získaných dat jsem nezamítl hlavní hypotézu, protože větší polovina pomocných výpočtů potvrdila předpoklady hlavní hypotézy. |

| Abstract: | This paper attempts to explain the implications of regulation File 23/2008 regarding the mandatory installation of fire extinguishers and smoke detectors in new residential buildings built from 2009. The point of this regulation should be to decrease damage and increase the value of property and lives saved during fires. Therefore, the main hypothesis is the value of apartments and houses saved increases while damage decreases. I have verified this hypothesis by helpful calculations (comparing the overall as well as the individual amount of fires to apartments and homes in the Czech Republic and the Slovak Republic. Comparing the amount of damage with the value saved in the Czech Republic and the Slovak Republic towards GDP. The calculation of mandatory investment into equipment, the calculation of the likelihood of fires taking place and the likelihood of death and the calculation of the value of life and adding it to the overall values). With the aid of obtained information, I did not dismiss the main hypothesis because the majority of helpful calculations confirmed assumptions of the main hypothesis. |
