| Abstract: | Tato práce se zabývá problematikou komunální politiky. Témata jako občanská společnost, občanské a politické elity, případně samotné fungování obecní samosprávy, jsou aplikována na události v městské části Praha 20 Horních Počernicích v období ledna a února roku 2012, kdy se o starostovské křeslo hlásili současná starostka a bývalý starosta. Cílem práce je zjistit příčiny těchto událostí, které se projevily také zvýšenou účastí v místních volbách roku 2010. Ptá se, zda nárůst souvisel s poptávkou po změně vedení radnice v souvislosti s uvedenými příklady plnění funkcí místní radnice v období před a po volbách. Pro tyto účely bylo použito relevantní literatury, dala ČSÚ, zdrojů místního tisku, ale také korespondence a rozhovorů s aktéry místních událostí a ankety, které se zúčastnilo 72 místních obyvatel. |

| Abstract: | This thesis deals with local politics subjects. Issues such as civil society, civil and political elites, or the actual functioning of local authorities, are applied to events in the district of Prague 20 Horní Pocernice during January and February 2012. Due to a legal loophole, the former mayor and the current mayor were "trying to sit on the mayor chair at the same time". The aim is to identify the causes of these events revealed by the increased participation in local elections of 2010. This thesis asks whether the increase is associated with demand on the change of leadership at the city hall and also with the context of examples of the functions of the local town hall in the period before and after the elections. For this purpose, relevant literature was used, sources from CSO, the local press sources, and also correspondence and interviews with participants of local events and polls, which was attended by 72 local residents. |
