| Abstract: | Práce se zabývá problematikou státní podpory stavebního spoření jako významné části mandatorních výdajů státního rozpočtu. Hlavním cílem práce je objektivně analyzovat opodstatněnost užití státní podpory k naplnění veřejného zájmu v oblasti bydlení. V první části práce je rozebrán význam, funkce a struktura mandatorních výdajů. Dále jsou prezentovány faktory limitující snahy o významnější úspory mandatorních výdajů. V druhé kapitole je popsán princip, historie vzniku a důvody zavedení stavebního spoření se státní podporou v ČR včetně legislativního rámce. Třetí kapitola je věnována analýze vlivu státní podpory včetně užití statistické metody zjišťování vzájemné závislosti různých faktorů působících v systému stavebního spoření. |

| Abstract: | The thesis deals with government support of building savings as a part of mandatory expenditures.The main goal is to analyse justifiability of use of the support. The first section describes the importance, functions and structure of mandatory expenditures. In the second part, principles, history and reasons for implementation of building savings are described. The third section is devoted to analysis of dependency between government support and other factors influencing the system. |
