| Abstract: | Bakalářská práce se zabývá volbami a volebními systémy v České republice s důrazem na volby do Zastupitelstva hl. m. Prahy. Cílem práce je analyzovat volby do tohoto zastupitelstva a objasnit problémy s nimi se vyskytujícími v souvislosti s posledními volbami v roce 2010, zdali nedošlo k záměrné manipulaci s dělením volebních obvodů ve prospěch ODS. První kapitola se zabývá volbami a volebními systémy. Druhá kapitola analyzuje volby v České republice. Třetí kapitola se zabývá volbami do Zastupitelstva hl. m. Prahy v roce 2010. Volby do zastupitelstva hl. m. Prahy se dle zákona konají na základě voleb do obecních zastupitelstev i přesto, že Praha je kraj i obec zároveň. Zastupitelstvo tak může legitimně dělit Prahu do více volebních obvodů. Záměrná manipulace však nelze být prokázána na základě výsledků voleb, jelikož dopředu nejsou známy. O tom zdali některá strana nebude mít zastoupení, rozhodují pouze voliči. Můžeme však o ní spekulovat v závislosti na rozdělení Prahy na nejmenší přípustnou možnost a nedostatečné proporční rozdělení do volebních obvodů. |

| Abstract: | The bachelor thesis deals with elections and electoral systems in the Czech Republic with an emphasis on local elections to the Council of Prague. The aim is to analyze the elections to this local council and explain the problems with its occurring in connection with the last elections in 2010. If there was not deliberate manipulation division of dividing constituencies in favor of the ODS. The first chapter deals with elections and electoral systems. The second chapter analyzes the elections in the Czech Republic. The third chapter deals with elections to the Council of Prague in 2010. Elections to the Council of Prague are held under the Act on elections to municipal councils, although Prague is also the county and municipality. The Council of Prague can legitimately divide Prague to more constituencies. Intentional manipulation cannot be demonstrated on the basis of election results, as are known in advance. The fact whether a party will be represented, only the voters decide. However, we can speculate about it, depending on the allocation of Prague to the smallest permissible option and the lack of proportional division into electoral districts. |
