| Abstract: | Bakalářská práce je zaměřena na problematiku hazardních her a jejich regulace v České republice. Zabývá se především současnými regulačními opatřeními v této oblasti, zejména pak novelou loterijního zákona, která vstoupila v platnost na počátku roku 2012. Teoretická část práce se zabývá hazardem v České republice a obecně přístupy k regulaci, jaké jsou důvody pro a proti či jaké jsou rizika související s regulací a jaké zájmové skupiny se snaží ovlivnit konečnou podobu regulace. Analytická část je pak zaměřena na konkrétní regulační opatření. Je zde popsán stručný vývoj v oblasti regulace hazardu, který vedl až k přijetí novely loterijního zákona z roku 2012 a současné úpravě. Právě důsledky této novely jsou v práci analyzovány podrobněji. Zejména pak jaký vliv měla na rozhodování obcí v oblasti regulace hazardu, příjmy veřejných rozpočtů (hlavně obcí), počet povolených herních zařízení nebo vložené částky do hazardních her. Novela sice vyřešila několik problémů souvisejících s hazardem (jako např. regulace videoloterijních terminálů), jiné problémy však dále zůstávají nevyřešené (např. zahraniční provozovatelé sázkových her). |

| Abstract: | This thesis is focused on the issue of gambling and their regulation in Czech Republic. It's mainly focused on the current regulatory measures in this area, especially on the amendment to the Lottery Act, which came into the force in 2012. In theoretical part, there is an introduction to the gambling in Czech Republic and gambling regulation. There are some reasons what are the pros and cons of gambling regulation, what are the risks related to the regulation and what interest groups want to influence the final form of regulation. The analytical part is focused on specific regulatory measures. There is a brief development of gambling regulation in Czech Republic, which led to the amendment to the Lottery Act of 2012 and the current situation. Especially the consequences of the amendment are analyzed in detail, like the effects on municipalities and their decision about gambling regulation, effects on public budgets, the number of gambling machines etc. The amendment solved several problems associated with gambling (such as video lottery terminal regulation) but there are some problems that are still unsolved (e.g. foreign gambling operators) |
