| Abstract: | Evropská unie i Česká republika podporují malé a střední podniky jako významný zdroj konkurenceschopnosti, zaměstnanosti a přidané hodnoty pro ekonomiku pomocí dotačních programů a operačních programů. Tato diplomová práce se proto zabývá analýzou klíčových změn při přechodu z OP PI v rámci finančního období 2007-2013 na nový operační program OP PIK a dopadů těchto změn na malé a střední podniky v České republice. Kromě toho je záměrem této práce i objasnění motivů firem pro čerpání z dotačních programů. Práce identifikuje hlavní změny mezi těmito operačními programy především v oblasti úpravy prioritních os, navýšení finančních prostředků, snížené míra maximální veřejné podpory či nového Jednotného metodického prostředí. Na základě literatury, případových studií s firmami, které úspěšně žádaly o dotace z evropských fondů, a rozhovorů s dotačními specialisty a odborníky státní správy jsou definované klíčové překážky a problémy malých a středních podniků při žádostech o dotace a čerpání v rámci OP PI, jako např. byrokratická a administrativní zátěž, uživatelské rozhraní monitorovacího systému, často se měnící podmínky výzev či jejich orientace na cenu místo kvality. Pro úspěšné získání dotace z OP PIK v novém období 2014-2020 práce doporučuje soustředit se faktory jako např. jsou podnikatelský plán, pečlivá příprava a delegování administrativních i strategických úkolů dedikovanému projektovému manažerovi či konzultantovi, které vedly u analyzovaných podniků k úspěšnému čerpání dotace z evropských prostředků. |

| Abstract: | Both the European Union and the Czech Republic support small and medium enterprises as an important leverage point for increasing competitiveness, employment and added value through European funds and programs. Thus, the thesis analyzes key changes between OP PI from the 2007-2013 financial framework with its successor OP PIK and the implications for small and medium enterprises in the Czech Republic. Besides that is the main goal of this thesis to understand the underlying motivation of SMEs when applying for a financial aid from European funds. The research identifies key changes, such as changes in the priority axes, increase in budget, and decrease in maximum public support or single methodical environment. Based on the literature research, case studies with successful applicants for European grants and subsidies and interviews with consultants and governmental experts, the thesis defines key challenges and issues for SMEs when applying for financial support such as excessive bureaucracy, user experience with a new monitoring system, ever changing requirements for applications or governmental preferences on price the over the quality standards when assessing an application. The thesis recommends following key factors - thorough business plan, detail-oriented preparations for applications and dedicated project management - mentioned by the analyzed companies to successfully receive a subsidy from the European funds. |
