| Abstract: | V diplomové práci jsme se zaměřila na druhotné suroviny, které jsou velmi důležitou průmyslovou komoditou z pohledu recyklace odpadů, zaměstnanosti a především obchodního potenciálu. Vzhledem k faktu, že se od 1. března 2015 změnil způsob vykupování kovů od fyzických osob, došlo k významným zásahům do výše uvedených oblastí, které byly vyvozeny pomocí analyzování problematiky v orlickoústeckém regionu a následného promítnutí výsledků do celorepublikových odhadů. Provedeným výzkumem bylo však zjištěno, že na negativní dopady měla vliv jak změna legislativy, tak klesající cena železné rudy. Přínosem této práce je zjištění, že se sice záměr zákonodárných orgánů ohledně snížení počtu trestných činů spojených s kriminalitou v oblasti výkupu kovů se zdařil, ale tento fakt byl doprovázen negativními dopady jak na zaměstnanost, tak ekonomickou oblast a pravděpodobně i na životní prostředí v České republice. Negativní dopady mnohonásobně převyšují úbytek výše škod způsobených trestnými činy. |

| Abstract: | In this thesis, we have focused on secondary raw materials, which are very important as industrial commodities from the perspective to waste recycling, employment and especially business potential. Due to the fact that the way of buying up metals from individuals changed since March 1, 2015, there were significant interference in the aforementioned areas, which were been deduced by analyzing the problems in the region Orlickoustecko and subsequent projection of the results to nationwide estimates. It has been found by research, that the negative impact could have been affected both the change in legislation and the falling price of iron ore. The contribution of this work is the finding that although the intention of legislators to reduce the number of crimes related to crime in the purchase of metal was successful, but this fact was accompanied by the negative impacts on both employment and economic field, and probably also on the environment in the Czech Republic. Negative impacts far outweigh the decrease of the amount of damage caused by criminal acts. |
