| Abstract: | Bakalářská práce se věnuje tématu Asociace krajů České republiky. Zabývá se především spoluprací této organizace se subjekty veřejné sféry a její legislativní iniciativu. V práci hledám odpověď na otázku, zda Asociace krajů České republiky, může ze své pozice zájmového sdružení právnických osob mít vliv na přijímání legislativních návrhů a tvorbu zákonů. Asociace krajů České republiky, na rozdíl od Svazu obcí a měst České republiky, v současné době nemá právo zákonodárné iniciativy, přesto se snaží o prosazování svých zájmů, ať už se jedná o podávání legislativních návrhů skrze její členy, či o jednání s vládou. V některých případech přesto nejsou připomínky Asociace krajů České republiky akceptovány, ačkoliv může být zasahováno do práva na samosprávu krajů, jako to bylo v případě přijímání zákona č. 245/2006 o veřejných ústavních neziskových zdravotnických zařízení. |

| Abstract: | The bachelor thesis is focused on the topic of the Association of regions of the Czech Republic. It deals primarily with the cooperation of this organization with the public sphere and its legislative initiative. In this thesis I'm looking for the answer to the question of whether the Association of regions of the Czech Republic have an impact from the position which is interest association of legal persons on the adoption of legislative proposals and the creation of laws. Association of regions of the Czech Republic in contrast to the Association of municipalities and cities of the Czech Republic, currently does not have the right of legislative initiative, still it tries to promote their interests, whether it is the submission of legislative proposals through its members, or about the negotiations with the Government. In some cases there are not the comments of the Association of regions of the Czech Republic accepted, although it may be tampered with the law on the autonomy of regions, as it was in the case of the adoption of Act No. 245/2006 about public non-profit institutional health facilities. |
