| Abstract: | Obce České republiky nakládají se svým rozpočtem, který je mimo jiné tvořen poskytnutými dotacemi od kraje, státu, Evropské unie či jiné organizace. Jak ale obce hospodaří s tímto rozpočtem, v současné době nikdo nekontroluje. V budoucnu by bylo tedy vhodné zavést jakýsi externí dohled, který by nad výdaji vedl kontrolu. Zavést auditní servis pro každou obec by bylo finančně nereálné. Nabízí se proto poskytnutí státní auditní služby pouze v některých obcích, které by tuto službu sdílely s ostatními, a to vždy v rámci jednoho kraje. Rozmístění těchto auditních center a přiřazení konkrétních obcí vedou na řešení lineárního problému spadající do třídy pokrývacích úloh. Vytvoření auditních center je v práci pouze ilustrativní, na obdobném principu by mohlo být postaveno využití více sdílených státních služeb. |

| Abstract: | Municipalities in the Czech Republic deal with their budget, which among others consists of granted subsidies from the region, State, European Union or other organizations. Nowadays the budget transactions are not being under the control. In the future, it is appropriate to introduce some external view to control their spending. Establishment of an audit service for each municipality would be financially inevitable. Therefore it is suggested to provide the State audit services only in some municipalities and to share them with more municipalities within one region. Deployment of the audit centers and assigning municipalities lead to solving a linear problem which falls under the covering problem class. The establishment of audit centers is only illustrative, the employment of more shared state services could follow a similar principle. |
