| Abstract: | Tato bakalářská práce se zabývá institucí Veřejného ochránce práv v České republice a především její komparací s vybranými zahraničními institucemi se stejným charakterem činnosti na úrovni Evropské unie. Teoretická část je zaměřena na obecnou charakteristiku této instituce a její ukotvení v právním systému sledovaných zemí, s přihlédnutím na ochráncovu nezávislost, která podporuje efektivní kontrolu veřejné správy. Praktická část práce se zabývá měřením efektivnosti vybraných kanceláří prostřednictvím metody benchmarkingu. Na základě provedené analýzy lze konstatovat, že úřad ombudsmana má v České republice své opodstatnění. Důvěra občanů tohoto státu ve veřejného ochránce práv se v posledních letech jeho působení zvyšuje a je porovnatelná například s důvěrou občanů Dánska či Portugalska v tuto instituci. |

| Abstract: | This bachelor thesis deals with the institution of the Ombudsman of the Czech Republic and it focuses on the comparison of the institution with the selected foreign institutions with the same character of activities at the European Union level. The theoretical part describes the general characteristics of the institution and anchoring of institution in the legal system of reporting countries, with regard to the independence of the Ombudsman that promotes effective control of public administration. The practical part deals with measuring the effectiveness of selected offices by using the benchmarking method. Based on the analysis, we can say that the Ombudsman's Office in the Czech Republic is justified. Citizen´s confidence in the Public Defender of Rights has been increasing recently and it is comparable with the confidence of citizens of Denmark or Portugal. |
