| Abstract: | Tato diplomová práce se věnuje problematice vládního protikorupčního boje v období od roku 1999 až do současnosti. Hlavním cílem práce je vyhodnotit, která z opatření uvedených ve vládních strategií se vládě podařilo realizovat a zda mají skutečný dopad na omezení prostoru pro korupci. V teoretické části je vysvětlen pojem korupce a základ rozdílných typologií tohoto pojmu. Následuje vymezení motivů pro korupční jednání, a jaké náklady jsou s tímto jednáním spojené, načež zmiňuji také různé způsoby měření korupce, používané v českém prostředí. Následující kapitola je zaměřena na vymezení korupce z pohledu trestního práva, přičemž navazuje na trestné činy mající znaky korupčního jednání. Do praktické části jsou zapracovány poznatky z předchozích kapitol pro vyhodnocení vládní protikorupční politiky ve stanoveném období. Závěr rozebírá jednotlivá opatření, která jsou vládou doposud přehlížena a zároveň hodnotí priority jednotlivých oblastí protikorupčního barometru, jež doposud nejsou dostatečně zavedeny v českém prostředí. |

| Abstract: | This thesis is dedicated to government anti-corruption struggle in the period from 1999 to present. The key objective is to evaluate which of the measures specified in the government policies were fulfilled and if they have a real impact on reducing the scope for corruption. The theoretical part explains the concept of corruption and the basis of the various typologies of this concept. Following the demarcation of motives for corrupt behavior and the costs associated with this behavior, then I allude to various ways of measuring corruption used in the Czech environment. Next chapter focuses on the definition of corruption from the perspective of criminal law whereas links to crimes with signs of corruption. In the practical part are incorporated findings from previous chapters to evaluate the government's anti-corruption policies within a specified period. The conclusion analyzes the nuanced measures which government has overlooked and also assesses the priorities of particular parts of Anti-Corruption Barometer, which are not sufficiently applied in the Czech Republic. |
