| Abstract: | Cílem práce je analýza penzijních systémů v České a Slovenské republice. Výsledkem této analýzy je zhodnocení a komparace těchto systémů a jejich funkčnosti pro potřebu obyvatel v důchodovém věku generací dnešních i budoucích.
V roce 2016 došlo ke zrušení druhého pilíře důchodového systém v České republice, který vznikl v roce 2013. Jeho vytvoření a existence bylo považováno za neúspěšné v kontrastu se slovenským systémem, kde druhý pilíř funguje jedenáctým rokem a má veliký počet účastníků. Teorií o příčinách neúspěchu druhého pilíře v České republice se v posledním roce naskytlo mnoho. Právě důležitost obecného nastavení a výchozích podmínek ostatních pilířů v rámci důchodového systému před reformou byla klíčová pro úspěch nového, dnes již zrušeného druhého pilíře.
Teoretická část zkoumá sociální politiku, její dělení a realizaci. Následně jsou popsány obecné modely penzijních systémů, jejich způsoby financování a možnosti realizace podle provozovatelských subjektů.
Praktická část analyzuje historický vývoj a současnou podobu důchodových systémů v České a Slovenské republice. Dále popisuje způsoby přispívání, účastníky systémů, možnosti výplaty a rizika jednotlivých pilířů. V závěru praktické části je provedena komparace obou systémů s projekcí možného vývoje do budoucna. |

| Abstract: | The aim of this thesis is the analysis of pension systems in the Czech and Slovak Republics. The result of this analysis is the evaluation and comparison of these systems and their functionality for the needs of present and future generations of retired people.
In 2016, the second pillar of the pension system in the Czech Republic was cancelled. This pillar was established in 2013. Its creation and existence was deemed unsuccessful. In contrast with the Slovak system where the second pillar operates eleven years and has a large number of participants. Theories of causes of failure of the second pillar in the Czech Republic in the last year came up a lot. The importance of initial conditions of the other pillars in the pension system before the reform was crucial for the success of the new, now canceled that second pillar.
The theoretical part of thesis studies social policy, its divisions and implementation. Subsequently there are descriptions of general models of pension systems, their financing methods and possibilities of implementation.
The practical part analyzes the historical development and current form of pension systems in the Czech and Slovak Republics. It also describes ways of contribution, profiles of participants, payment options and risks of individual pillars. At the end of the practical part is the comparison of both systems, with projections of possible developments in the future. |
