| Abstract: | Hlavním tématem diplomové práce je referendum jako nástroj přímé demokracie. Česká republika je jedním z posledních států Evropské unie, jehož ústavní systém postrádá úpravu celostátního referenda. Cílem práce bylo zhodnotit koncepci a obsah vládního návrhu ústavního zákona o celostátním referendu předloženém jako sněmovní tisk číslo 559, a to v porovnání s její reglementací ve vybraných evropských zemích. Autorka si stanovuje několik základních kritérií, podle kterých zejména pomocí analýzy a komparace dochází k závěrům. Výsledky naznačují, že s návrhem, jako je tento, nemůžeme čekat žádný výrazný krok vpřed v rámci občanské participace ani kvalitativní demokratický posun. |

| Abstract: | The main topic of my dissertation is a referendum as an instrument of direct democracy. Czech Republic is one of the latest country to have joined the European Union, whose constitutional system does not have modification of a nationwide referendum. The aim of this work was to evaluate the approach and the content of government's draft of the constitutional law for the nationwide referendum presented as a Parliamentary Document No. 559, in comparison with its regulation in selected European countries. The author establishes several basic criteria which are mainly concluded through analysis and comparison. The results indicate we cannot expect any significant step forward in terms of civil participation and qualitative democratic progress in proposals describe above. |
