| Abstract: | Cílem této diplomové práce je vytvoření obecného modelu instituce ombudsmana v severní Evropě a jeho srovnání s institucí veřejného ochránce práv v České republice. Práce nejprve představuje teoretický rámec zvoleného tématu, ve kterém přibližuje vymezení pojmů kontrola ve veřejné správě a ombudsman, dále klasifikaci ombudsmanů a historický vývoj této instituce ve vybraných zemích. Na základě provedené analýzy především legislativních úprav ve Švédsku, Finsku a Dánsku vytváří obecný model instituce ombudsmana v severní Evropě, který po srovnání s institucí veřejného ochránce práv přináší doporučení pro českou úpravu. Mezi tato doporučení patří zakotvit institut veřejného ochránce práv v Ústavě České republiky, v zákoně o Veřejném ochránci práv specifikovat požadavky na právní vzdělání osoby ombudsmana nebo rozšířit počet ombudsmanů a rozdělit tak působnost mezi více osob se specializací na určité oblasti činností ombudsmana. |

| Abstract: | This diploma thesis creates a general model of the Ombudsman Institution in Northern Europe and draws a comparison to the Public Defender of Rights in the Czech Republic. This thesis introduces a theoretical framework of this topic including definitions for control of public administration, ombudsman, classification of ombudsmen and historical evolution of this institution in selected countries. Based on the analysis of legislation in Sweden, Finland and Denmark, the general model of the ombudsman institution in Northern Europe is created. The comparison between this general model and the Public Defender of Rights Institution brings recommendations for Czech modifications. These recommendations include anchoring ombudsman institution in the Constitution of the Czech Republic, specifying education requirements of the ombudsman in the Public Defender of Rights Act, or increasing the number of ombudsmen, thereby dividing responsibility among several people specialized in certain areas. |
