| Abstract: | Předkládaná bakalářská práce pojednává o problematice mimorozpočtových fondů a veřejných financí především z pohledu jejich využití v praxi. Těžištěm práce je podrobná charakteristika jednotlivých účelových fondů v soustavě veřejných rozpočtů. Práce se zabývá jak státními fondy na celorepublikové úrovni, tak i fondy na úrovni územních samosprávných celků České republiky, s konkretizací na statutární město Zlín. Analýza jednotlivých fondů obsahuje zdroj právní úpravy, správní orgány fondu, finanční prostředky, se kterými daný fond hospodaří, a jeho účelové zaměření. Praktická část bakalářské práce se snaží o celkové zhodnocení a získání stanoviska, zda je fondové hospodaření pro veřejnou správu prospěšné a užitečné. |

| Abstract: | This thesis focuses on the issue of unbudget funds and public finance, especially from the view of their practical use. The target of the thesis is to provide a detailed characteristics of individual funds in the system of public budgets. It deals mainly with state funds at the statewide level, and also with funds levelled at regional self-governing unit. According to regional funds, the practical part was targeted at the statutory city Zlín. The analysis of practical funds includes the source of legislation, institution, financial resources related to funds and its intention. In the conclusion of the particular part of the thesis we tried to put together an overall evaluation and obtain a viewpoint which decides whether the funds appointed for public administration are supposed to be useful and profitable. |
