| Abstract: | Práce se zabývá problematikou investičních záměrů z pohledu městské části hlavního města Prahy. Cílem práce je zjistit, nakolik se investiční záměr "Jedenáctka VS, realizovaný městskou částí Praha 11, v průběhu dvou po sobě jdoucích volebních období proměnil, a jak vypadá v současnosti, po svém dokončení. První, teoretická kapitola zasazuje komunální úroveň politického systému do širších souvislostí a popisuje fungování orgánů městské části. V druhé kapitole jsou určena kritéria a podmínky vzniku investičního záměru. Zmíněny jsou především hlavní nástroje územního plánování, územní a stavební řízení, způsoby zadávání veřejných zakázek. Z obecné druhé části práce vychází dílčí oblasti záměru, na jejichž základě je investiční záměr hodnocen. Případová studie v třetí kapitole posuzuje investiční záměr "Jedenáctka VS" z hlediska původních cílů, které konfrontuje se skutečným stavem. Stejně tak zkoumá finanční hledisko záměru a analyzuje problematická místa související s územním a stavebním řízením. Pro účely práce jsou uvažována volební období 2006--2010 a 2010--2014, kdy byl projekt projektován a realizován. V závěru je konstatováno, že investiční záměr "Jedenáctka VS", komplex bazénů a sportovišť, doznal v průběhu dvou volebních období značných změn -- je nákladným projektem, jehož původně vytyčené cíle nebyly dosaženy a jehož zpracování neodpovídá původnímu záměru z roku 2006. |

| Abstract: | The study deals with investment projects at municipal level of government, particularly in Prague. The main goal of the study is to describe how much the investment project "Jedenáctka VS", a project developed by Prague 11, changed throughout the terms 2006--2010 and 2010--2014, how the project was made and how it ended up. The first chapter describes the municipal level of government in wider context and mainly explains certain parts of its functioning. The second chapter defines criteria and requirements of processing an investment project with emphasis on the main instruments of regional planning, zoning regulation and public contracts. This part of work leads to the use of the main standpoints, from which are analysed the most problematic parts of the project. The study describes if the main goals of the project were met, and also the approval process and realization of it. The terms 2006--2010 and 2010--2014 are used, as the terms when the project was planned and built. The end of the work reviews "Jedenáctka VS", the pool and sport complex financed and built by the municipal government of the district of Prague 11. The investment project changed dramatically during the terms. "Jedenáctka VS" is an unsuccessful and expensive project, whose initial goals from the year 2006 were not met. |
