Abstract: | Cílem diplomové práce je provést odhad hrubých celkových finančních nákladů na podporu výroby elektřiny z fotovoltaických elektráren ve Španělsku a Německu. Oba státy pro tento trh zvolily systém významných dotací, zejména formou garantovaných výkupů elektřiny z těchto zdrojů, které spolu s dramatickým poklesem cen investičních statků ve výstavbě fotovoltaických elektráren umožnily nevídaný "solární boom". Na rozdíl od Španělska, které přijetím mnoha opatření v roce 2008 "solární boom" zastavilo, se tohoto prozatím v Německu nepodařilo dosáhnout. Pro kalkulaci nákladů použijeme dělení podle skupin na náklady přímé a nepřímé. Přímé náklady budeme chápat jako náklady na výkup vyrobené elektřiny. Nepřímé potom jako náklady na zajištění podpůrných služeb, vynucené investice do elektroenergetických sítí (na úrovni distribuce a přenosu, náklady na nákup regulační energie), tyto náklady však nebudeme zahrnovat do diplomové práce. Jednotlivé výstupy poté porovnáme s Českou republikou, ale také s jinými možnostmi redukce CO2. |

Abstract: | The purpose of the master theses is to estimate gross financial cost brought about by policies supporting electricity generation in photovoltaic (PV) power plants in Spain and Germany. Both Spain and Germany opted for the system of feed-in tariffs (FIT) to support PV producers. A combination of the high level of FITs and a sharp decline in investment costs of PV plants led to a "boom" in production of electricity from sun. As opposed to Spain which successfully stopped the "solar boom" by changing its regulatory framework 2008, Germany is pursuing the same policy albeit with lower intensity. Costs calculation can be methodologically distinguished into two areas -- direct costs and indirect costs. We report direct costs calculations only from pursuing the FIT policies. The indirect costs (costs on ancillary services, unnecessary distribution and transmission network investments, regulatory electricity procurement) are not included. We compare results for each country with the one for the Czech Republic and also with costs of alternative CO2 reduction policies. |
