| Abstract: | Předmětem diplomové práce je komparace řízení státního dluhu v České a Slovenské republice. První část práce je věnována vymezení základních pojmů dluhové teorie. Ve druhé části práce je rozebíráno teoretické zakotvení dluhového managementu, jeho cíle, nástroje, způsob řízení rizik a institucionální uspořádání s návazností na praxi v porovnávaných zemí. Třetí část práce analyzuje a porovnává fiskální vývoj a strukturu zadlužení obou zemí a jejich přístup k řízení státního dluhu. Zkoumá udržitelnost státních dluhů. Porovnává, jakým způsobem jsou řízena rizika dluhového portfolia s ohledem na definované strategické cíle a hodnotí státní zadlužení z hlediska výnosových křivek a ratingových hodnocení. |

| Abstract: | The aim of the diploma thesis is to compare public debt management in the Czech and Slovak Republic. The first part outlines basic concepts of the debt theory. The second part examines theoretical basis of public debt management, its aims and tools, the way how it manages risks of debt portfolio and institutional establishment in the practice of compared countries. The third part analyses and compares fiscal development and structure of debt in both countries and their approach to the public debt management. It also examines the fiscal debt sustainability and compares risk management to strategic aims. Finally this thesis evaluates public debt from the point of view of yield curves and credit scores. |
