Reasons for the implementation of Basel III

Tato bakalářská práce se zaměřuje na důvody zavedení Basel III, který je v současnosti nejvíce diskutovanou dohodou v oblasti regulace bankovního sektoru. V úvodu vysvětluje podstatu a cíle regulace, společně s jejím silnými a slabými stránkami. Práce popisuje vývoj basilejských dohod až k té aktuální, jejíž hlavní reformy jsou vytyčeny v druhé kapitole. Tyto změny se týkají kapitálu, kapitálového polštáře, proticyklického polštáře, leverage ratia, likvidity a krytí rizika, kterému se věnuji v následující kapitole. V ní je vysvětlen výpočet EAD, změna týkající se EPE, výpočet CVA a celkového CCR a změny týkající se wrong-way rizika. Závěr práce se věnuje průběhu implementace, hodnocení a možným dopadem dohody Basel III.

This bachelor thesis focuses on the reasons of the Basel III implementation which is currently one of the most discussed topics in the area of banking sector regulation. The introduction explains the basic principles and aims of the regulation of the banking sector alongside with its strengths and weaknesses. Further, it describes the development of the Basel accords. The main changes of the introduced third version are specified in the second chapter. These changes are mainly related to capital, capital conversation buffer, counter-cyclical buffer, leverage ratio, liquidity and risk coverage. The third chapter studies in more details the above mentioned risk coverage. Particularly, it explains the calculation EAD, changes regarding EPE, calculation of CVA and aggregate CCR followed by the explanation of the wrong-way risk changes. The final chapter provides an overview of the course of implementation, evaluation and possible implications of the Third Base Accord.
