| Abstract: | Hlavním cílem práce je provedení analýzy zákonné regulace v Kanadě. Dílčím cílem diplomové práce je definovat lobbing, aktéry lobbingu a jejich činnost v rámci teoretických modelů zákonné regulace. Teoretický rámec povede ke splnění hlavního cíle práce. Na základě daných definic a jejich zasazení do příslušného teoretického modelu zákonné regulace bude provedena komparace regulace lobbingu mezi federální a provinciální úrovní kanadského státního uspořádání, a také mezi kanadskými provinciemi navzájem. Hlavními otázkami pak bude, proč je třeba lobbing regulovat, jestli je existující regulace účinná a jaké existují odlišnosti mezi jednotlivými regulačními mechanismy. Práci tvoří teoretická a praktická část. Je členěna do čtyř kapitol. Teoretická část je v první kapitole zaměřena na definování lobbingu a jeho aktérů. V druhé kapitole jsou přiblíženy principy, hlavní pravidla zákonné regulace lobbingu a související teoretické modely regulačního systému. V praktické části jsou ve třetí kapitole teoretické poznatky představeny na konkrétním příkladu zákonné regulace nejprve na federální úrovni Kanady. Praktická část je zakončena čtvrtou kapitolou, která se zprvu věnuje zákonné regulaci na provinciální úrovni a její závěr je věnován komparaci jednotlivých Zákonů regulujících lobbing. |

| Abstract: | The main aim of this thesis is to analyze the legal regulation in Canada. Apart from that other objectives are defininition of lobbying, lobbying actors and their activities in the framework of theoretical models of legal regulation. The theoretical framework will lead to the fulfillment of the main goal of the paper. Based on definitions and their insertion into the theoretical model of legal regulation I will compare the regulation of lobbying on the federal and provincial levels of Canadian government structure, and Canadian provinces between each other. The main topics of the thesis are following: why is it necessary to regulate lobbying, are the existing regulations effective and what are the differences among the various regulatory mechanisms. The thesis consists theoretical and a practical part. The thesis is divided into four chapters. The first chapter of the theoretical is focused on the definition of lobbying and its actors. The second chapter describes principles, main rules of statutory regulation of lobbying and theoretical models of the regulatory system. In third chapter of the practical part I am presenting, based on theoretical findings, concrete example of legal regulation on the federal level of Canada. The practical part ends by fourth chapter which deals with legal regulation at the provincial level of Canada, and its conclusion is devoted to a comparison of laws regulating lobbying. |
