| Abstract: | Cílem práce je analýza vývoje korupce ve veřejném sektoru České republiky od roku 1990 do současné doby. Předmětem analýzy bude jednak samotný vývoj korupce ve veřejném sektoru, dále analýza metodiky vykazování, resp. měření korupce a v neposlední řadě budou analyzovány důsledky korupce ve veřejném sektoru v národním hospodářství. Vývoj korupce v České republice je veřejností i agenturami dlouhodobě považován za velmi závažný jev, dokonce i ve srovnání s ostatními státy Evropské unie, a proto se stává stále aktuálnějším tématem jak na politické, tak v exekutivní sféře. Z pohledu mainstreamové ekonomie je zřejmé, že korupce jednoznačně negativně koreluje s hospodářským růstem a to především z důvodu zvyšování nedůvěry soukromého sektoru ve férové konkurenční prostředí a politickou stabilitu. V teoretické části budou řešeny teorie veřejných financí, rozpočtu, nákladů, dobývání renty, veřejných zakázek, zájmových skupin, inseder trading, teorie pána a správce apod. Předmětem praktické části práce bude analýza vývoje míry korupce ve veřejném sektoru a s ní souvisejících trestných činů v České republice mezi lety 1990 a 2011, analýza metodiky výzkumu korupce. Dále pak analýza reálných dopadů korupce do národního hospodářství. |

| Abstract: | The aim of this thesis is to analyze the development of corruption in the public sector in the Czech Republic from 1990 to the present day. The subject of the analysis will be the development of corruption in the public sector, analysis of reporting methodology, respectively measuring corruption and last but not least, analysis of the consequences of corruption in the public sector in the national economy. Corruption in the Czech Republic is by general public and agencies regarded as a very serious phenomenon, even in comparison with other European Union member states, and therefore it becomes still actual issue at both the political and the executive sphere. From the perspective of mainstream economics, it is clear that corruption is clearly negatively correlated with economic growth, mainly due to increasing distrust of the private sector in a fair competitive environment and political stability. The theoretical part will be dealt with the theory of public finance, budget, costs, rent seeking, public contracts, interest groups, insider trading, principal and agent problem, etc. The subject of the practical part will be analysis of the development of corruption in the public sector and related crimes in the Czech Republic between 1990 and 2011 and the analysis of the research methodology of corruption. Furthermore, there will be the analysis of the real impact of corruption in the national economy. |
