The goal of my thesis is to evaluate the effectivness of public services provided by a municipality. To meet this goal I use the analysis method and benchmarking. In theoretical part I discuss public services from economic theory perspective, their types, their forms of financing and different forms of services providing. In the second part I introduce modern types of effectiveness measuring such as CAF, BSC, and Local agenda 21, ISO system of controls and prevention and -- finally --Benchmarking, which I selected as the main method for my practical part. In the practical part I examine a sample of 10 towns. I try to prove the hypothesis that my town provides public service (collection of municipal waste) in a better way than the other towns. To prove it I focus on the following indicators: total revenue / total expenditure on waste collection, extra amount of money payed by municipality per capita, total expenditure on mixed waste production per capita, production of mixed and sorted waste, revenue from EKO-KOM. Moreover I discuss further indicators such as quality of information available on websites, collection of biowaste or rating in competition.
