| Abstract: | Hlavním cílem této bakalářské práce na téma "Basel III -- proticyklický polštář" je popis změn, které přináší nové regulatorní opatření Basel III, který vznikl jako reakce na finanční krizi, která odhalila nedostatky ve stávající bankovní regulaci. Jednou z novinek opatření je zavedení proticyklického kapitálového polštáře, jehož implementace je částečně ponechána v rukou národních regulátorů. V této práci je analyzováno, zdali má Česká národní banka zavádět restriktivní opatření proti prudkému nárůstu objemu hypotečních úvěrů. Poslední část práce je zaměřená na specifickou situaci ve Švýcarsku, kde byl proticyklický kapitálový polštář poprvé zaveden. |

| Abstract: | The aim of this thesis entitled "Basel III -- countercyclical buffer" is a description of the changes incorporated in the new Basel III regulatory measures. This framework was created as a response to the financial crisis which exposed shortage in the existing banking regulation. One of the major changes in this maeasure is the introduction of countercyclical capital buffer, the implemantation of which is partially left in the hands of national regulators. In this work is analyzed if the Czech National Bank should responds to the sharp incerase of the volume of mortgage loans or whether this situation is caused by short development options of the market. The last part of thesis is focused on specific situation in Switzerland, where the countercyclical capital buffer was already implemented. |
