| Abstract: | Cílem této bakalářské práce je zhodnocení rozvoje eGovernmentu a jeho modernizace s využitím nových ICT technologií v zemích Visegradské čtyřky (V4). Získané informace jsou vždy porovnány s průměrem Evropské unie. Teoretická část obsahuje definici základních pojmů a charakteristik eGovernmentu. Práce popisuje dílčí projekty eGovernmentu jednotlivých zemí Visegradské čtyřky: Slovenska, Maďarska, Polska a České republiky, na kterou je v této práci brán větší zřetel. Další část práce je věnována současným strategiím a aktuální problematice v oblasti eGovernmentu. Jedním z hlavních předpokladů pro rozvoj služeb eGovernmentu je využívání ICT a internetu jednotlivci ve vztahu k úřadům a jejich internetová gramotnost. Konektivita a připojení k internetu, jako technologický aspekt je třetí hodnocenou oblastí. Velkou roli při dalším rozvoji služeb eGovernmentu hrají lidské zdroje - postsekundárně a terciárně vzdělaní ICT odborníci. Těm je věnována poslední kapitola. V praktické části je provedena analýza současného stavu těchto indikátorů s využitím volně přístupných dat ze serveru EUROSTAT. Tato data nám pomohou lépe interpretovat současný stav a nastínit předpoklad o tom, do jaké míry se budou schopné vybrané země přizpůsobit změnám trhu v oblasti služeb eGovernmentu. |

| Abstract: | The objective of this Bachelor Thesis is evaluation of eGovernment evolution and its modernization using the new ICT technologies in countries of the Visegrad Group (V4). Gained information is compared with the average of~European Union. The theoretical part contains the definition of basic terms and characteristics of eGoverment. This Thesis describes individual eGovernment projects of~each country of the V4: Slovakia, Hungary, Poland and especially the Czech Republic. Following part of the Thesis focuses on contemporary strategies and issues of eGovernment. One of the main condition for the~evolution of eGovernment services is the usage of ICT and Internet by individuals in the~relation to the government and their digital literacy. The third part of the evaluation is broadband as a technological aspect. Very important part of further eGovernment evolution are Human Resources - post secondarily and tertiarily educated ICT professionals.
The practical part of the Thesis analyses the current state of these indicators using free database of EUROSTAT. Gained data help to interpret the present state and predict how much would chosen countries be able to adapt to the market changes in the field of eGovernment services. |
