| Abstract: | Diplomová práce si klade za cíl zhodnotit navrhovanou novelu zákona č. 565/1990 Sb. o místních poplatcích. Tato novela navrhuje změny dvou místních poplatků, přičemž diplomová práce je zaměřena na poplatek z ubytovací kapacity. Předmětem této práce je rozbor místního poplatku z ubytovací kapacity, a to na vybraných dvaceti městech v okresu města Cheb. Proto je v první části práce vysvětlen systém místních poplatků v České republice, dále je popsán historický vývoj místních poplatků a vymezen rozdíl mezi pojmy daň a poplatek. Následně jsou vymezeny základní pojmy nutné pro pochopení dané problematiky, jako rozpočet obce, prvky místních poplatků, obecně závazná vyhláška a poslední část teoreticky vymezuje samotný poplatek z ubytovací kapacity. Praktická část práce se zaměřuje na deset vybraných měst z okresu Cheb, které vybírají poplatek z ubytovací kapacity a dále se zaměřuje na deset vybraných měst z okresu města Cheb, které poplatek z ubytovací kapacity nevybírají. Závěr práce se věnuje shrnutí poznatků o místním poplatku z ubytovací kapacity u jednotlivých měst a na základě nich hodnotí navrhovanou novelu. |

| Abstract: | The diploma thesis aims to evaluate a proposed amendment to Act No. 565/1990 Coll. Local Fees. This amendment proposes changes to two local fees, while the diploma thesis is focused on a fee from the accommodation capacity. The subject of this work is an analysis of the local fee from the accommodation capacity in selected twenty cities in Cheb district. Therefore, the first part of the thesis explains the system of local fees in the Czech Republic, describes the historical development of local fees and delimits the difference between the concepts of tax and fee. Subsequently, the basic terms necessary for understanding the given issue are defined, such as municipality budget, elements of local fees, generally binding decree and the last part theoretically defines the amount of accommodation capacity itself. The practical part of the thesis focuses on ten selected towns in the Cheb District, which collect the fee from the accommodation capacity and also focuses on ten selected towns from the district town of Cheb which do not charge for the accommodation capacity. The conclusion of this work is focused on summing up knowledge of the local fee from the accommodation capacity of individual cities and on the basis of them evaluates the proposed amendment. |
