| Abstract: | Diplomová práce se zabývá tématem politického vlivu na velikost a strukturu obecních příjmů v Královéhradeckém kraji v letech 2011 až 2014. Cílem práce je zjistit, zda vedení kraje upřednostňuje při rozdělování krajských dotací obce dle politické příslušnosti jejich starosty a jakou politickou příslušnost mají starostové, jejichž obce mají nejvyšší příjmy z daně z příjmů fyzických osob ze samostatné výdělečné činnosti, z tzv. 30% motivační složky daňových příjmů. V práci je teoreticky popsána úloha fiskálního federalismu, systém územních samospráv a příjmy obecních rozpočtů s důrazem na dotace a příjmy z daně z příjmů fyzických osob ze samostatné výdělečné činnosti. V praktické části je provedena korelační analýza požadovaných příjmů obcí za dané období v Královéhradeckém kraji. Závislost mezi politickou příslušností vedení kraje a obcí a přidělováním krajských dotací obcím se neprokázala. Motivační složka daňových příjmů dosahuje srovnatelně vysokých hodnot u obcí, ve kterých je starosta příslušníkem ČSSD, KDU-ČSL nebo ODS. Tyto výsledky také odpovídají průměrným dotacím všech obcí Královéhradeckého kraje. Pouze výsledky za obce se starosty za TOP 09/STAN byly prokazatelně nižší. |

| Abstract: | This diploma thesis deals with the topic of political influence on the sum and structure of municipal income in the Hradec Králové region between 2011 and 2014. The aim of the thesis is to find out whether the district management favors the allocation of regional subsidies to the municipality according to their mayor's political affiliation and what is the political affiliation of the mayors, whose municipalities have the highest income from personal income tax on self-employment, from so-called 30% of the motivation component of tax revenues. The thesis describes the role of fiscal federalism, the system of territorial self-governments and the revenue of municipal budgets with emphasis on subsidies and revenues from personal income tax on self-employment. In the practical part, a correlation analysis of required municipal revenues for the given period is performed in the Hradec Králové region. The dependence between the political affiliation of the regional and municipal authorities and the allocation of regional subsidies to municipalities has not been confirmed. The motivation component of tax revenues reaches comparable high values for municipalities in which the mayor is a member of the ČSSD, KDU-ČSL and ODS. These results also correspond to the average subsidies for all municipalities in the Hradec Králové region. Results for municipalities with mayors for TOP 09/STAN were demonstrably lower. |
