| Abstract: | Diplomová práce shrnuje kritiku regulace hazardního odvětví v České republice z pohledu ekonomických argumentů a potvrzuje hlavní hypotézu práce, tj. že hazardní odvětví je v ČR regulováno neefektivně. Ukazuje, že studie autorů Psychiatrického centra Praha (která je podkladovým materiálem nového zákona) je vnitřně nekonzistentní, prvoplánově přejímá závěry ze zahraničních studií a značně tak nadhodnocuje společenské náklady. Alternativní výpočet společenských nákladů hazardních her snižuje odhad z původních 14,2–16,1 mld. Kč na 820–952 mil. Kč (tedy o 94 %, do odhadu však nejsou započítány položky opomenuté autory studie). Práce dále diskutuje možné neočekávané dopady zákona na hráče, provozovatele hazardních her a stát, které ve svém důsledku sami generují společenské náklady. Posledním dílčím výstupem je zamítnutí hypotézy o vlivu plošného zákazu hazardních her na pokles kriminality na daném území. Tato hypotéza je zamítnuta na základě ekonometrické analýzy a přístupu difference-in-differences na datech 3 okresních měst, která od roku 2015 na svém území zakázala hazard a 3 okresních měst, která slouží jako kontrolní skupina. |

| Abstract: | This thesis summarizes the critique of regulation of gambling industry in Czech Republic from economic point of view and it confirms the main hypothesis, that gambling industry in Czech Republic is regulated inefficiently. The thesis shows, that Psychiatrické centrum Praha study (which is a background study of the new gambling law) is internally inconsistent, that it casually takes conclusions from foreign studies and it therefore overestimates social costs. Alternative calculation of socials costs of gambling reduces estimate from 14.2–16.1 bn. CZK to 820–952 million CZK (thus by 94%, although the estimate does not count with costs omitted by the authors of the study). The thesis discusses possible unexpected impacts of the regulation on the gamblers, the suppliers and the government, which generates additional social costs. The last partial conclusion is rejection of a hypothesis about positive impact of a gambling ban to a crime rate in the same area. The rejection is based on econometric analysis using difference-in-differences approach and dataset of 3 district cities which banned gambling since 2015 and 3 similar district cities which serves as a control group. |
