| Abstract: | Tato diplomová práce řeší téma Analýza vývoje institucionálního uspořádání regulace a dohledu v EU, tedy analýzu a komparaci stavu systému regulace a dohledu v Evropské unii v období před Velkou finanční krizí a po ní. Práce se ve své 1. části soustředí na problematiku regulace a dohledu z hlediska kladů a záporů jejich zavedení a analyzuje vývoj postoje k existenci regulace z pohledu hlavních škol ekonomického myšlení. 2. část je soustředěna vznik systému regulace a dohledu v Evropské unii Lamfalussyho procesem a na jeho změny v souvislosti se zapojením nových institucí do systému a s transformací institucí 3. úrovně Lamfalussyho procesu zpracováním De Larosiѐrovy zprávy v reakci na probíhající Krizi. V závěru se práce pokouší najít odpověď na otázku, do jaké míry byly změny provedené v institucionálním uspořádání systému a v pravomocech a povinnostech institucí 3. stupně rozhodující pro potenciální zažehnání propuknutí krize podobné té z let 2007 až 2009 a zda nebyl systém regulace a dohledu před Krizí schopen adekvátněji zareagovat a zmírnit její dopad na Evropu. |

| Abstract: | The master thesis deals with the topic of The analysis of institutional organization development of regulatory and supervisory system in the European Union, thus with an analysis and comparsion of the condition of european regulatory and supervisory system in the pre-crisis and post-crisis stage concerning the Great Recession of the year 2007. The first chapter is focused on theoretical aspects of regulation and supervision ,like their pros and cons, and contains an analysis of development of view on its existence through various economic theories. Second chapter analyzes the circumstances of creation of european system of regulation and supervision through the Lamfalussy process with focus on the estabilishment of new instiutions, their interaction within the system and on the process of transformation they have undertaken via the conclusion of the De Larosiѐre report representing the response to the outbreak of the Great Recession. The final chapter is concentrated on finding the answer regarding the effectiveness of institutionary changes made to the european system of regulation and supervision and of the changes of duties and competences of the third level institutions concerning their ability of suppressing potential future outbreaks of similar crises and it analyzes whether the regulatory and supervisory system wasn´t able to react more adequately and mitigate the impact of the 2007 to 2009 Great Recession. |
