| Abstract: | Diplomová práce analyzuje financování přenesené působnosti ve vybraných obcích s rozšířenou působností. Jedná se o tři obce lišící se polohou, počtem obyvatel, správní historií atd. Práce je řešena zejména za pomoci dotazníku a doplňujících informací zodpovězených zástupci sledovaných obcí. Přínosem práce je zhodnocení současného stavu financování výkonu státní správy v obcích s rozšířenou působností spolu s identifikací souvisejících obtíží. Provedená analýza ukázala, že míra krytí výdajů spojených s přenesenou působností se pohybuje ve vybraných obcích do 20 %, a tudíž obce musí výkon státní správy doplácet z ostatních zdrojů, což jim však nebrání v rozvoji samosprávy. V závěru jsou řešeny a diskutovány otázky různých návrhů budoucího vývoje financování, zda by měl být příspěvek na výkon státní správy zvýšen či přesunut do sdílených daní. Aktuálnost práce také podtrhuje množství legislativních úprav a novel zastřešujících tuto problematiku či stále se v médiích objevující diskuze na toto téma. |

| Abstract: | The purpose of this diploma thesis is to analyze the funding of transferred competence in selected municipalities with extended competence. Particularly, there are three municipalities of different location, number of inhabitants, administration history, etc. During conducted research questionnaire was distributed among representatives of these municipalities. Additionally, interviews with them were also performed. The benefit of this thesis is the evaluation of the current funding of the state administration in municipalities with extended competence as well as identification of the difficulties related to this issue. The analysis showed that the cost cover rate related to the extended competence is up to 20 % in some municipalities. Therefore, the municipalities have to cover these costs on state administration from other resources, which do not prevent them from development of their autonomy. Various proposals of future funding are described in the conclusion of the thesis. The potential increase or the state administration contribution´s transfer to shared taxes is also discussed there. The contemporary topic is underlined by high number of legislation, especially, of to this issue related novels; or the frequency of discussions in media. |
