| Abstract: | Diplomová práce se zabývá analýzou legislativního procesu v ČR na konkrétním příkladu návrhu tzv. konopného zákona, který se projednával v letech 2011-2012 a jeho schválení umožnilo použití konopí a marihuany pro léčebné použití. Hlavním cílem práce je zjistit míru hlasovací jednotnosti poslaneckých klubů v případě tohoto hodnotově kontroverzního návrhu zákona. V první části práce je uvedeno teoretické zakotvení funkcí parlamentů, legislativního procesu a zájmových skupin. Dále se práce zaměřuje na konkrétní zákon v celém legislativním procesu. Nakonec je aplikována kvantitativní metoda – tzv. Riceův index, na hlasování o tomto zákonu na půdě Poslanecké sněmovny. |

| Abstract: | This thesis deals with the analysis of the legislative process in the Czech Republic on a particular example of the cannabis law, which was discussed in 2011-2012 and its approval allowed the use of cannabis and marijuana for medical use. The main aim of the thesis is to determine the level of voting unity of the Parliamentary Party Groups in the case of this value-controversial bill. The first part of the thesis presents the theoretical background of parliamentary functions, legislative process and interest groups. Furthermore, the thesis focuses on a specific law throughout the legislative process. Finally, a quantitative method - the Rice Index - is applied to the voting on this law on the ground of the Chamber of Deputies. |
