| Abstract: | Předmětem této práce je problematika chronických deficitů České republiky a tendence ke schodkům, zabudováná v rozpočtovém procesu. První část práce popisuje státní rozpočet a jeho strukturu, zásady rozpočtového procesu a jeho fáze. V další části je rozpočtový proces analyzován z institucionálního hlediska, definováni jeho hlavní aktéři a vyhodnoceny jeho hlavní slabiny. Poslední část se zabývá komparací rozpočtového procesu v České a Slovenské republice s přihlédnutím k institucionálnímu hledisku a analýzou opatření, které byly ve světě implementovány za účelem nápravy zkoumaného problému. |

| Abstract: | The subject of this work is the issue of chronic deficits of the Czech Republic and the tendency to deficits embeded in the budgetary process. The first part describes the state budget and its structure, the principles of the budgetary process and its phases. In the next part, the budgetary process is analyzed from the institutional point of view, its main actors are defined and its main weaknesses are evaluated. The last part deals with the comparison of the budgetary process in the Czech and Slovak Republics, taking into account the institutional aspects and the analysis of measures implemented in order to correct the analyzed problem. |
