Impact analysis of EU roaming regulations on the ICT market in the Czech Republic and selected regions

| Abstract: | Cílem diplomové práce je vyhodnocení ekonomických dopadů zavedení regulace roamingu v rámci Evropské Unie. Jde o dopady hospodaření na vybraného operátora (konkrétně Vodafone) a uživatele ve vybraných regionech.Teoretická část práce čtenáře seznamuje s ekonomickými strukturami působícími na trhu s telekomunikacemi, cenovými regulacemi a specifickými rysy telekomunikačního trhu. Součástí teoretické části je i analýza ekonomického pozadí fungování roamingových služeb a jednotlivých poplatků, které podléhají regulacím Evropskou unií. Teoretická část rovněž poskytuje přehled regulačních orgánů Evropské unie, České republiky a regulačních opatření mající přímý dopad na roamingové služby.Praktická část se v úvodu zabývá analýzou vývoje struktury a cen mobilních tarifů v čase včetně poskytnutí historického přehledu pohybu cen roamingových služeb. Bezprostředně následující kapitola se věnuje finanční situaci a zaměstnaneckým benefitům společnosti Vodafone Czech Republic a.s. V druhé polovině praktické části je provedeno kvantitativní porovnání vývoje objemů konzumovaných služeb zákazníků společnosti Vodafone v čase a zároveň jsou srovnány i příjmy a náklady společnosti spojených s poskytováním těchto služeb. Závěrečná kapitola je věnována komparaci vybraných regionů České republiky v závislosti na předem zvolených klasifikačních metrikách.Z analýz vyplývá, že zavedené roamingové regulace Evropské unie mají jednoznačně negativní dopad na příjmy mobilních operátorů. Tento dopad však není tak velký, aby se s ním mobilní operátoři nedokázali bez větších problémů vypořádat. Dopad na zákazníky mobilních operátorů lze označit za pozitivní, jelikož došlo k výraznému zlevnění roamingových služeb v zóně 1. Ovšem dopad na jednotlivé regiony se různí a vypočtené hodnoty byly pravděpodobně ovlivněny počty cizinců, ekonomických subjektů v daném regionu, průměrnou mzdou i mírou nezaměstnanosti. |

| Abstract: | The main goal of this diploma thesis is to evaluate economic impacts of roaming regulations implemented by European Union. It focuses on one selected mobile operator (Vodafone) and consumers in selected regions.Theoretical part presents economical structures affecting the telecommunication market, price regulations and some telecommunication market specifics. Furthermore, reader can find analysis of economic background of roaming services and fees, which fall under the EU regulations here. This section also contains the overview of regulatory institutions of EU and Czech Republic with direct connection to roaming services.The beginning of practical part is dedicated to analysis of historical development of service plans, their composition and prices, and to development of roaming fees. This is followed by a chapter focused on financial situation and employee benefits in Vodafone Czech Republic a.s. In the second half of this part, the amount of services consumed by customers of Vodafone is followed with regard to its historical development. Income and costs to Vodafone connected to this services are also evaluated. Last chapter deals with comparison of impact of regulations on chosen regions in Czech Republic using selected metrics.Conclusion based on the analysis suggests that the telecommunication regulations have a negative impact on income of mobile service providers. This impact seems to be small enough for operators to be able to deal with it without great problems though. Impact on the customers on the other hand is definitely positive as the prices in zone 1 went down significantly. Impact on selected regions varies quite a bit possibly due to factors like percentage of foreigners, number of economical subjects in respective region, average income and level of unemployment. |
