| Abstract: | Práce charakterizuje aktuální systém státní podpory domácností ohrožených bytovou nouzí (zejména nepojistných sociálních dávek příspěvku a doplatku na bydlení) od roku 1989 do současnosti a analyzuje jeho výhody, nevýhody a rizika v porovnání se systémem navrhovaným připravovaným zákonem o sociálním bydlení z roku 2017 (tedy sociálním bydlením zajišťovaným obcemi), který se již od devadesátých let objevuje mezi hlavními prioritami každé nové vlády, přesto stále neexistuje. Práce se zaměřuje zejména na související problém obchodování s chudobou, tedy bydlení nejohroženějších skupin obyvatel ČR v předražených ubytovnách, které se často nachází v extrémně špatném technickém i hygienickém stavu a ve kterých nájemné hradí stát právě formou nepojistných sociálních dávek. Práce hledá hlavní příčiny bujení tohoto obchodu formou studia primárních dat příslušných úřadů, literárních zdrojů i vlastního výzkumu a na základě zjištěných informací navrhuje možná řešení aktuální situace. |

| Abstract: | The thesis describes the current system of state support for households at risk of housing distress (with focus especially on the politics and use of non-insurable social benefits, the housing contribution and housing allowance) from 1989 to present and analyses its advantages, disadvantages and risks compared to the system proposed by the Social Housing Act of 2017 (i.e. a system of social housing provided by municipalities), which has emerged as one of the top priorities of each new government since the nineties, yet still does not exist. The work focuses mainly on the related problem of so called poverty business, i.e. the living of the poorest groups of the Czech population in overcrowded hostels, which are often in extremely poor technical and hygienic condition and in which rent is paid by the state in the form of non-insurance social benefits. The thesis looks for the main causes of this business by studying the primary data of relevant authorities, literary sources and own research and, on the basis of the information, suggests possible solutions to the current situation. |
