Efficiency of Labour Market Policy as a Policy of Flexicurity Concept in Sweden in 2006 2015 (implications for Czech Republic)

| Abstract: | Text disertační práce se zaměřuje na vyhodnocení účinnosti přijatých opatření konceptu flexikurity ve Švédsku a České republice v 2006–2015. V práci je ověřována hypotéza, že se proces párování volných pracovních míst s osobami hledajícími práci může stát účinnějším na základě zvýšení flexibility trhu práce. Cílem práce je posoudit, zde je koncept flexikurity účinný v boji se snižováním nezaměstnanosti, a vyhodnotit možnost aplikace švédských zkušeností na českém trhu práce. K prokázání změn účinnosti politik zaměstnanosti je použita Beveridgeova křivka znázorňující vztah mezi nezaměstnanými a volnými pracovními místy. K identifikaci možných příčin slabých míst politik zaměstnanosti je použita korelační analýza. Výsledky výzkumu ukazují vyšší účinnost procesu párování na rigidnějším pracovním trhu, kdy hypotéza byla potvrzena pouze pro Českou republiku. Avšak český trh práce se potýkal s větší nevyvážeností než švédský, a to po celé sledované období, přičemž nejohroženějšími skupinami nezaměstnaných byly mladí a staří lidé. |

| Abstract: | The dissertation is aimed at assessing efficiency of adopted measures of the concept of flexicurity in Sweden and Czech Republic in 2006–2015. It examines hypothesis that the matching process of vacancies with persons searching for a job can be made more efficient by increasing the labour market flexibility. The aim of the dissertation is to verify if the flexicurity concept is effective in combating unemployment, and to evaluate possibility of applying Swedish experience to the Czech labour market. The Beveridge curve depicting the relationship between the unemployment and job vacancies is used to demonstrate a change in efficiency of labour market policies. The correlation analysis is used to address possible reasons for weaknesses of active labour market policies. Research findings show a better efficiency of the matching process in a rigid labour market, with the hypothesis being confirmed only for Czech Republic. However, the Czech labour market was fighting against higher imbalances than the Swedish one, throughout the whole period under review, with the most threatened unemployed having been both young and older people. |
