Circular economy in the Czech Republic in the context of EU strategy

| Abstract: | V roce 2015 představila Evropská komise tzv. Balíček pro cirkulární ekonomiku, který obsahuje strategii EU v této oblasti a také konkrétní cíle pro nakládání s komunálním a obalovým odpadem. Cílem diplomové práce je v tomto kontextu zjistit, zda se ČR na přechod k cirkulární ekonomice připravuje. Zabývá se proto tím, zda má ČR strategii ve všech klíčových oblastech daných strategií EU, a zda disponuje nástroji pro plnění cílů nakládání s odpady. K dosažení cíle využívá analýzy strategických dokumentů ČR a hodnotí jejich pojetí cirkulární ekonomiky, a s ohledem na stanovené cíle pro komunální a obalový odpad analyzuje data o ČR dostupná z veřejných zdrojů, související legislativu a další nástroje, které mají jejich plnění podpořit. Kromě této analýzy byly provedeny také řízené rozhovory se zástupci ústředních orgánů státní správy, do jejichž kompetence cirkulární ekonomika spadá. |

| Abstract: | In 2015 European Commission introduced the Circular Economy Package, which includes EU strategy in the field of circular economy and presents measurable targets for municipal and packaging waste management. In this context, the thesis focuses on whether the Czech Republic is getting prepared for its transition towards a circular economy. Therefore, it examines whether the strategy of the Czech Republic covers all the key areas laid down by the EU strategy and based on the targets for municipal and packaging waste, it analyses public data on the situation in the Czech Republic, current legislation and other instruments, which aim to reaching the targets. Apart from this analysis, structured interviews were carried out with representatives of the central government authorities, whose competence includes circular economy. |
